This concept displays a friendly design, in accord with the Islamic and desert environment of Ajman, promoting shaded arcades and shaded building facades. The inspiration for this concept comes from the Temple of Giza in Egypt and the idea of a desert village of buildings surrounding courtyards. The roof is designed to accommodate skylights that can be raised for future expansion.

The cluster of buildings is based on the function of each department. The front and centerpiece of this concept is the Exhibition and Multipurpose Hall with the Chairman Suite. The Technical, Environmental, and Land and Property Departments are placed close together with a courtyard in between. The Chairman and the Director suites are also placed together in the center of the complex with a courtyard dividing them. The Administration and Finance Departments are placed close to the Director and diagonally from the Chairman suite.
