The primary focus of the study is to determine the appropriate way to meet current and future space needs of those town departments currently housed in the Memorial Building at 150 Concord Street. In addition, the scope involves analyzing the consolidation of general government and school administration space.

Eight development alternatives were made including; the upgrading of Memorial Building to bring it up to the latest building code, ADA and industrial standards; analysis of prior design solutions completed by the Town of Framingham in 1993 and 1998; the development of a public/private municipal campus with two basement levels of parking for 540 cars, Government offices of 80,000 sf, private offices of 40,000 sf, retail space of 12,000 sf and 50 residential units. A fourth alternative is similar to that derived by the municipal campus with maximum levels of site development. The additional alternatives included evaluating the Danforth Museum, the Farley Middle School, Clark Hill and a minimum design phased option to house the new Government space.

The municipal campus option became the most successful alternative at a total cost of $48M. The funding for these alternatives was the key in determining the option and its suitability.

ARCADD studied general obligation vs. revenue bonds and was able to assemble a financial plan to pay off the construction of government offices through revenues collected through rent from retail, private office, and residential units.
